Chuck Welsko, the Civil War Governors of Kentucky Project Manager will join us for a virtual discussion on October 13 at 6:00 PM. Chuck will explore Richard Hawes' role as the 2nd Confederate Provisional Governor of Kentucky, his return to Bourbon County in 1866, and how the decisions he made as County Judge Executive undermined efforts of the Freedman's Bureau and had long-lasting impacts on the lives of African-Americans in Bourbon County.

Chuck Welsko has been with the Kentucky Historical Society since 2019. He is a scholar of 19th-century American history and the Civil War Era, with a Ph.D. in history from West Virginia University. He has also worked as a public historian, published an article on loyalty in Civil War West Virginia, “Like a Dark Cloud”: Loyalty, Virtue, and War in Western Virginia, 1861–1863,” and shared his work with students and peers for as long as he can remember.
