The Naval Air Warfare Center Training Systems Division (NAWCTSD) serves as the Navy’s premier organization for modeling, simulation, and training systems technologies. NAWCTSD supports the development of training systems across a wide range of military platforms, including aviation, surface ships, submarines, and other specialized domains. The organization primarily executes contracts in the following areas:

  • Training Systems: Aviation, Undersea, Surface, and Cross-Warfare domains
  • Training Services: Support for fielded systems under Contractor Operation and Maintenance of Simulators (COMS)
  • Training Content: Development of curriculum, software-based courseware, student guides, and job aids
  • Intellectual Services: Research and development, front-end analysis, and related consulting services

This event offers a valuable opportunity to gain guidance and insights on:

This session will delve into how Tech Grove strategically designs prize challenges to uncover and develop advanced solutions for complex defense-related issues. By utilizing these challenges, Tech Grove accelerates the integration of commercial technology into the Department of Defense (DoD) and promotes collaboration between industry and academia. Prize challenges enable rapid prototyping and focused problem-solving by engaging a diverse network of innovators, ultimately enhancing national security capabilities.

 

We will also discuss how Tech Grove conducts technology scans and tabletop exchanges to identify cutting-edge existing and emerging solutions and assess their alignment with DoD requirements. These initiatives ensure the DoD remains aware of and considers the most advanced capabilities available.

 

Attending this session will provide valuable insights into how Tech Grove drives strategic innovation and strengthens national security through targeted collaboration and technological advancement. You will also gain a clearer understanding of how Tech Grove’s initiatives can help you engage with the defense industrial base and grow your business rapidly.

 

Damion M. Bailey serves as the Deputy Director of the Office of Small Business Programs at the Naval Air Warfare Center Training Systems Division (NAWCTSD). In this role, Mr. Bailey acts as an advocate and Subject Matter Expert (SME) for all matters related to Small Business, Small Disadvantaged Business, Veteran-Owned, Women-Owned, HUBZone, and other socio-economic programs.

He evaluates acquisition requirements to recommend strategic approaches that enhance small business participation. Mr. Bailey also provides guidance to small businesses on identifying prime and subcontracting opportunities, interpreting federal regulations, and resolving contract payment issues. Additionally, he advises NAWCTSD senior leadership, Program Managers, Contracting Officers, and other acquisition professionals on small business program matters.

Mr. Bailey brings over 20 years of Department of Defense (DoD) acquisition experience spanning supplies, services, construction, research and development (R&D), and systems procurement. He has previously served as a Procuring Contracting Officer (PCO) and Grants Officer. Mr. Bailey holds a Level III certification in Contracting under the Defense Acquisition Workforce Improvement Act (DAWIA), as well as Certified Professional Contracts Manager (CPCM) and Certified Federal Contracts Manager (CFCM) credentials from the National Contract Management Association (NCMA).

Central Florida Tech Grove

The Central Florida Tech Grove is a hub for accelerating collaboration and innovation in defense modeling, simulation, training, and human performance.  Tech Grove is located in the Central Florida Research Park in Orlando, Florida which is the epicenter of the nation's largest cluster of government, industry, academic, and industry organizations developing and delivering training and simulation products for our nation's military. Tech Grove was established in 2020 through a Partnership Intermediary Agreement (PIA) between the Naval Air Warfare Center Training Systems Division (NAWCTSD) and the University of Central Florida Research Foundation.  Ten other Department of Defense entities are Tech Grove members with NAWCTSD: US Army Program Executive Office for Simulation Training and Instrumentation (PEO STRI), US Air Force Agency for Modeling & Simulation (AFAMS), US Marine Corps Program Manager for Training Systems (PM TRASYS), US Army Simulation & Training Technology Center (STTC), US Army Futures Command Synthetic Training Environment Cross-Functional Team (STE CFT), Defense Health Agency (DHA), U.S. Space Force Space Training and Readiness Command (STARCOM), Strategic Environmental Research and Development (SERDP), Army Modeling Simulation Office (AMSO), and the Office of Naval Research through the NavalX Central Florida Tech Bridge.
